The police and the coast guard are on heightened alert status for the observance of All Saints’ Day on November 1 and All Souls’ Day on November 2 or Undas.Security preparations for Undas in Bacolod City are already in place to make the activity orderly and peaceful as well as safe from Covid-19, Col. PNP: Moises Padilla councilor facing rape raps wanted
A councilor of Moises Padilla, Negros Occidental, facing rape raps cannot be located, the town’s cop chief said Thursday, October 28.PMaj. Randy Babor, Moises Padilla cop chief, said they served the warrant of arrest on Councilor Fred Villaflor Bangcaya, alias Dimpol, 45, on Tuesday but he could not be located.The councilor is facing raps for five counts of rape, Babor said.Acting Presiding Judge Eric Anthony Ateniao Dumpilo of the Guihulngan, Negros Oriental, Regional Trial Court Branch 64 issued the warrant of arrest on October 15.The case is a non-bailable offense, the judge said.An 18-year-old grade 11 student in her complaint claimed she was raped multiple times from January to April this year.Bangcaya could not be reached for comment.*
ERC orders CENECO to comply with rules on ineligible contracts
The Energy Regulatory Commission directed Central Negros Electric Cooperative Inc. to comply with existing rules, particularly on the limitation of ineligible contracts, ERC announced on its website Thursday, October 28.This development is in light of the ERC’s findings that CENECO imposed Generation Rates that included two Power Supply Agreement (PSA) Contracts that expired on May 30, it said.“Upon evaluation of the submissions of CENECO for the month of July 2021, the Commission found that CENECO included in its Generation Rates billed to its customers for the billing period 26 May to June 2021 onwards, charges emanating from PSA (Power Supply Agreement) or contracts that are already expired.
