Show cause order issued vs. 5 at OPA for ‘misuse of vehicle’

Five employees of the Office of the Provincial Agriculturist, including a division head, have been issued a show cause order to explain their alleged misuse of a government vehicle and for one of them to explain why he berated the person in-charge of the Capitol Cab Service.

The five senior members of the OPA exceeded the time covered by their travel order because they allegedly went to a restaurant to drink liquor, Provincial Legal Officer Alberto Nellas Jr. said Monday, July 25.

The four OPA engineers and a staff member have been give five days to submit their explanations in writing, he added.

The five had availed of a Toyota Innova through the Capitol Cab System to attend a meeting at the Victorias City Hall and departed from Bacolod at past 1 p.m. on January 15, Nellas said.

At 5 p.m. the person in-charge of the Capitol Cab Service called the driver of the vehicle to check on his location and he replied that he was still at the Victorias City Hall waiting, the show cause order stated.

At 8 p.m. the driver called the Capitol Cab System person in-charge to inform him that the Victorias City Hall was already closed and that he located the five at an eatery drinking liquor.

Dr. Eduardo Cuansing, OPA head, was informed that his staff were already under the influence of liquor, and with his permission the driver of the Capitol vehicle was directed to return to Bacolod.

A senior member of the OPA team then called the Capitol Cab Service person in-charge and berated him for ordering the vehicle to return to Bacolod without them.

He could be held liable for conduct unbecoming of a public officer, Nellas said.*
