Rep. Javier Miguel “Javi” Benitez (Neg. Occ., 3rd District) led the groundbreaking of evacuation centers in Barangay Mambulac, Silay City, and Barangay Concepcion, Talisay City, as well as a legislative building in Barangay Guinhalaran, Silay City, on Friday, August 14.
The one storey Mambulac evacuation center will rise on a 1,447.89-square-meter site, on a local government-owned lot, and will have a maximum capacity of 106 persons.
Punong Barangay Hazel Cordero said that Mambulac serves as a catch basin for water flowing down from highland areas during heavy rain, increasing the flooding risk in the area and nearby communities such as Guinhalaran and Lantad.
In Talisay City, the one-storey Barangay Concepcion evacuation center will cover 1,500 square meters, also with a capacity of 106 persons.
Both centers will feature sleeping areas, separate male and female toilets and bath facilities, a clinic with its own toilets, a PWD toilet, kitchen and dining areas, laundry and washing areas, a children’s play area, storage, and a water storage system.
Site works will include parking, drainage, landscaping, and access roads. The facilities will comply with the National Building Code, structural safety standards, accessibility standards for persons with disabilities, and disaster-resilient design standards.
Between emergencies, the centers may be used by the local government and barangays for meetings, programs, and other community activities.
Meanwhile, the legislative building in Employees’ Village, Barangay Guinhalaran, will serve as the permanent Congressional Office of the Third District and will be officially called the Metro Third District Office.
The two-storey facility will cover 610.55 square meters on a 1,499.27-square-meter lot owned by the local government, located adjacent to Guinhalaran Creek.
The building will house a session hall, committee and conference rooms, offices for legislative officials and personnel, and records and administrative areas.
It will provide dedicated spaces for legislative sessions, committee meetings, public consultations, and records management.
Public waiting and receiving areas will accommodate constituents seeking assistance, consultations, and other transactions, with the layout separating public, legislative, and administrative zones.
A covered court will be constructed beside the district office to serve as a venue for community activities.
A 630-watt hybrid solar power system with inverter will supply backup power to the building.
The Metro Third District Office will adhere to the National Building Code, fire safety regulations, accessibility standards, and structural design requirements, with disaster-resilient features integrated into its design.*PR
