The government of Guihulngan City in Negros Oriental has imposed minimum buying and retail prices for live hogs and pork products to protect hog raisers, traders, and consumers amid growing concerns over the spread of African swine fever (ASF) in the province.
A social media post of the city government showed Mayor Filomeno Reyes signed Executive Order No. 17, Series of 2026 on Monday, establishing the minimum buying price for live hogs and pork carcasses, as well as the minimum retail price for pork sold within the city.
Under the order, the minimum buying price for live hogs is set at PHP160 per kilogram (kg) for live weight, while the minimum buying price for pork carcasses is PHP200 per kg. The minimum retail price of pork has been fixed at PHP240 per kilogram.
The executive order aims to ensure fair and stable pricing for hog raisers, meat vendors, and consumers amid reports of declining hog prices in areas affected by ASF.
It noted that an oversupply of pork in the local market has caused a “significant decline in the prevailing market prices, adversely affecting the livelihood of local hog raisers and meat vendors and threatening the sustainability of the city’s swine industry”.
Additionally, disease prevention and control measures implemented due to the continuing threat of ASF have disrupted the transport and delivery of live hogs to nearby provinces, limiting market opportunities for local hog raisers.
Although Guihulngan City has not recorded any ASF cases, the local government said the measure is intended to cushion the local swine industry from possible market disruptions as more infections are reported in other parts of Negros Oriental.
Provincial authorities recently confirmed additional ASF cases in several local government units, prompting intensified surveillance and stricter biosecurity measures.
Meanwhile, Department of Agriculture–Provincial Agriculture and Fisheries Technical Coordination Office (DA-PATCO) provincial chief Bernard Limbaga said in an interview on Tuesday that they were awaiting an executive order from Governor Manuel Sagarbarria that will establish a uniform pricing scheme for live hogs and pork across Negros Oriental.
He said the proposed province-wide pricing policy was discussed during a recent meeting with provincial officials and stakeholders.*PNA
