The building of the new Negros Occidental Provincial Administration Center (PAC) in Talisay City, instead of Bacolod City, will depend on whether the winning contractor will agree to the rebidding of the project, Provincial Administrator Rayfrando Diaz said Wednesday, January 12.
Dynamic Builders Inc. was the lone bidder in 2018 for the construction of the P900M new PAC in Bacolod City during the administration of then Gov. Alfredo Marañon.
However, Gov. Eugenio Jose Lacson now wants the PAC, which will house the provincial government offices and some national agencies, to be constructed in Talisay City.
The plan to transfer the PAC is still a priority flagship project of the governor because it will create a new growth area in Talisay City, Diaz said.
The Government Procurement Policy Board has said that a rebidding should be conducted if the PAC is built Talisay, Diaz pointed out.
They are hoping Dynamic Builders will agree to a rebidding of the project and the return of the advance payment made by the provincial government, Diaz said.
The design of the PAC may change if a rebidding happens after the May polls, he said.*
