The Sangguniang Panlungsod of Bacolod City has approved on third and final reading City Ordinance 1175 expanding the membership of the Bacolod City Local School Board (LSB), redefining its composition, roles, and functions to strengthen local education governance and maximize the utilization of the Special Education Fund (SEF).
The measure was principally authored by Councilor Caesar Distrito, with Councilors Dindo C. Ramos and Israel P. Salanga as co-authors.
It aligns the City’s Local School Board with recent national education reforms by broadening stakeholder representation to include the child health and nutrition sector, early childhood education, foundational literacy, and accredited civil society organizations, Distrito said in a press release Saturday, July 25.
The ordinance also enhances the Board’s role in education planning, policy formulation, and monitoring of SEF-funded programs, he said.
Distrito said the ordinance ensures that education policies and investments are guided by a broader range of expertise.
Ramos emphasized that the measure promotes stronger community participation in education.
“This ordinance recognizes that improving education is a shared responsibility. Bringing more sectors to the table will help us craft more responsive and inclusive programs for our students.” Ramos explained.
Salanga added that the measure strengthens accountability and long-term planning.
“A stronger Local School Board means better coordination, better planning, and ultimately better educational opportunities for every Bacolodnon child.” Salanga said.
Once Mayor Greg Gasataya signs the ordinance, he can appoint all the additional members and the two non-voting and observers, the Head of the City Planning and Development Office and the City Budget Officer, through an Executive Order, Distrito said.*
