The Bacolod Sangguniang Panlungsod approved the Animal Welfare Ordinance of Bacolod City on third and final reading on Wednesday, Sept. 18, Councilor Celia Flor said.
The ordinance will establish an Animal Welfare Desk in all barangays where people can report incidents of animal cruelty and neglect and may receive proper guidance and assistance, she said.
A dedicated Animal Welfare Officer shall oversee the daily operations of the Desk and ensure its compliance with the ordinance, she added.
The ordinance was proposed by Flor, Committee on Markets and Slaughterhouse chairperson, with councilors Em Ang, Danna Marie Barzo, Simple Distrito, Al Victor Espino, Vladimir Gonzalez, Renecito Novero, Lady Gles Pallen, Kalaw Puentevella, Cindy Rojas, Israel Salanga, Jude Thaddeus Sayson, Psyche Sy and Jason Villarosa as co-proponents.
Whenever possible, each barangay is also encouraged to establish and maintain a barangay animal shelter to cater to the needs of stray, abandoned, or abused animals found within their area, Flor said.
“With the Animal Welfare Ordinance, we ensure the protection and dignity of animals in our community, fostering a more compassionate and responsible society,” she added.
This legislation reflects the commitment of the Bacolod City Council to treat all living beings with respect and dignity, ensuring that animals are safeguarded from cruelty, neglect, and exploitation, she added.*
