Multiple national government agencies gathered at the Capitol Park and Lagoon in Bacolod City and key sites across Negros Occidental to deliver essential public services and over ₱261.5 million in aid to Negrenses as part of the “Handog ng Pangulo: Serbisyong Sapat Para sa Lahat” initiative on Monday, Sept. 14.

The multi-agency event accounted for a total allocation of over ₱261.5 million in turned-over funds, projects, equipment and financial assistance benefiting thousands of residents, farmers, students, and workers across the province.
Secretary Jose Francisco ”Kiko” Benitez, Technical Education and Skills Development Authority (TESDA) Director General, who represented the national government at the event said it showcased the range, diversity and magnitude of national government services available to the public.
Essential government programs and direct aid were made more accessible to Negrenses as the Negros Occidental provincial government, in partnership with national government agencies, hosted the event.
The event served as a one-stop venue for various government agencies to directly showcase and deliver their key services, healthcare aid, social protection programs, and livelihood support to the public.
The Department of Agriculture allocated ₱205.45 million toward hybrid seeds, liquid and wettable fertilizers, heavy agricultural machinery like threshers and hand tractors, livestock distribution, and farm-to-market road project turnovers, while also offering ₱20 per kilo rice via the Kadiwa program.
The Department of Labor and Employment released ₱25.49 million to over 2,100 beneficiaries through TUPAD emergency employment payouts, SPES student financial assistance, and DOLE Integrated Livelihood Program checks.
The Technical Education and Skills Development Authority provided ₱12.95 million in toolkits, scholar allowances, and training commitments to 2,556 total beneficiaries.
Benitez said for this year TESDA has allocated a total of P273 million for Negros Occidental.
The Department of Social Welfare and Development distributed ₱4.85 million through the AKSYON Fund alongside UP LIFT payouts and sustainable livelihood showcases.
The Bureau of Fisheries and Aquatic Resources turned over ₱4.15 million in fiberglass boats, marine engines, SAAD livelihood projects, and salt industry setups.
Supporting migrant workers and their families, the Department of Migrant Workers and the Overseas Workers Welfare Administration combined to turn over over ₱7.58 million in reintegration grants, teaching tracks, and general welfare assistance.
Essential frontline and civil services were also provided.
The Department of Health and PhilHealth coordinated to offer free medical and dental consultations, mobile X-ray screenings, immunizations, and YAKAP registrations.
Legal support was provided by the Public Attorney’s Office, Integrated Bar of the Philippines, and Department of Justice.
Additional public services included free clearance processing from the National Bureau of Investigation and Philippine National Police, theoretical driving course slots from the Land Trabsportation Office, passport appointments via the Department of Foreign Affairs, free bus rides from Land Trannsportation Franchising and Regulatory Board and Vallacar Transit, and ₱1.58 million in crop insurance checks released by the Philippine Crop Insurance Corporation.*
