Bacolod receives DILG award, employees set to get bonus

Here’s a piece of good news for City Hall employees.

Bacolod City is a recipient of the 2020 Seal of Good Local Governance Award from the Department of Interior and Local Government, thus, allowing it to grant a performance-based bonus to its personnel.

Mayor Evelio Leonardia made the announcement after receiving the news from the DILG, saying that the recognition is a testimonial to the exemplary performance of his administration and employees even in the midst of the many hurdles brought about by the COVID-19 pandemic, a press release from the Bacolod Public Information Office said.

This is the second time in a row that Bacolod has been given the SGLG Award.

In 2019, the LGU also received the Seal from the national government that allowed him to grant bonuses to employees, Leonardia said.

The DILG said Bacolod is a Seal awardee and is entitled to again give incentives, or the performance-based bonus to workers “for their unwavering service and dedication to serve their constituents.”

The DILG also named Bacolod as the overall “Best Performing Local Government Unit” in Western Visayas-City Category during the agency’s Excellence in Local Governance Awards in December 2019.

Leonardia said it is inspiring for the city to get the distinction and give bonuses to its employees for a job well done this year.

This will push them to be highly-motivated in serving the people of Bacolod and will serve as a measure of standard and effectiveness of public service that their offices have rendered, Leonardia said.

“We are happy that once again, for the second consecutive year, we have this recognition. This is a validation that Bacolod City, as an LGU, has performed very well. The employees deserve to get the extra bonus just like last year. We have to give it to them because they are the core of public service,” he added.

Under a memorandum circular issued by the DILG, employees belonging to “Best Performing Offices” will receive a bonus equivalent to 0.65 of their gross monthly pay, while those in units with ranking as “Better Performing Offices”, will be given a PBB equivalent to 0.575 of their gross monthly salary, both as of December 31, 2020.

Based on the DILG criteria, the SGLG Awardee must achieve the minimum local governance standards that sets it apart from others, like attainment of at least medium compliance on the functionality of Local Developments Councils as of Aug. 28, 2020.

It must also pass the Good Financial Housekeeping as of Aug. 28, 2020, except for LGUs that availed remedies pursuant to DILG Memorandum dated Feb. 16, 2015, the DILG explained.

After Bacolod City became one of the national awardees of the 2019 Seal of Good Local Governance, the DILG had informed Leonardia that the city shall be among the select LGUs eligible to grant the 2019 PBB to employees but with the pay-out to be made only in 2020.

Out of the 145 cities in the country, Bacolod was one of the 57 cities and one of only three cities in Western Visayas to receive the SGLG Award two years ago, the press release said.

The SGLG criteria have seven governance core areas: Financial Administration, Disaster Preparedness, Social Protection, Peace and Order, Business Friendliness and Competitiveness, Environmental Protection; and Tourism, Culture and the Arts.*
