92.42% of local governments in NIR 2025 Good Financial Housekeeping passers

A total of 61 out of 66 local government units (LGUs) in the Negros Island Region passed the 2025 Good Financial Housekeeping (GFH) Assessment, yielding a 92.42 percent regional passing rate, the Department of the Interior and Local Government (DILG) announced Tuesday, June 16.

The passers include the provinces of Negros Occidental, Negros Oriental and  Siquijor, the highly urbanized city of Bacolod, 16 component cities, and 41 municipalities, reflecting the region’s steadfast commitment to sound financial management and good governance, the DILG NIR  said.

The DILG  said 13 cities in Negros Occidental and 4 cities in Negros Oriental were among the passers.

The recognized cities include Bacolod, Bago, Cadiz, Escalante, Himamaylan, Kabankalan, La Carlota, Sagay, San Carlos, Silay, Sipalay, Talisay, and Victorias in Negros Occidental, and  Bais, Bayawan, Dumaguete, and Guihulngan  in Negros Oriental.

The municipal government passers in the three NIR provinces are:

Negros Occidental (19 Municipalities): Binalbagan, Calatrava, Candoni, Cauayan, Enrique B. Magalona, Hinigaran, Hinoba-an, Ilog, Isabela, La Castellana, Manapla, Moises Padilla, Murcia, Pontevedra, Pulupandan, Salvador Benedict, San Enrique, Toboso, and Valladolid.

Negros Oriental (17 Municipalities): Ayungon, Bacong, Basay, Bindoy, Dauin, Jimalalud, La Libertad, Mabinay, Manjuyod, Pamplona, San Jose, Santa Catalina, Sibulan, Tayasan, Valencia, Vallehermoso, and Zamboanguita.

Siquijor (5 Municipalities): Enrique Villanueva, Larena, Lazi, Maria, and Siquijor.

The Good Financial Housekeeping (GFH) certification is a primary component of the DILG’s Seal of Good Local Governance (SGLG) program.

To earn the certification, an LGU must obtain an Unmodified or Qualified opinion from the Commission on Audit (COA) and fully comply with the Full Disclosure Policy (FDP), which requires posting key financial documents, budgets, and procurement notices in public bulletins or official online portals.

Attaining GFH status enables local governments to access the national government’s performance-based financial grants and secure local credit financing options for community development projects.*
