TIEZA targets completion of BCGC grounds, public plaza by September

The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) has committed to completing the redevelopment of the Bacolod City Government Center (BCGC) grounds and public plaza by September or October this year.

Engr. Amelita S. Caganda, manager of TIEZA’s Construction Management Department, said that the major infrastructure components at both the Bacolod City Public Plaza and the BCGC grounds have already been installed and construction is progressing smoothly, a press release from the Bacolod City Communications Office (BCCO) said Saturday,  June 7.

“We are just reviewing the structural design, but the project is moving forward smoothly regardless. Our target completion date is either September or October,” Caganda said.

Caganda, along with five members of TIEZA’s technical team, met on Friday with Secretary to the Mayor  Jose Marty Go, City Engineer  Lobel Rafael Ceballos, and Officer-in-Charge of the Office of the Building Official Amy Tentia to provide a status update.

The meeting followed recent remarks from Bacolod City Mayor Greg G. Gasataya, who had expressed concern over the prolonged timeline of the developments.

Providing a breakdown of the progress, Caganda noted that the installation of lighting fixtures at the Heritage Plaza is finished, and electrical wiring works are currently underway.

“For the plaza, we have already installed the lighting fixtures and are now in the process of completing the electrical wiring. We have also installed the panel boards in the control room, and the installation of the fountain heads is ongoing,” she explained.

Caganda also  reported that work on the BCGC  pool area is ongoing, though minor structural adjustments have been identified and are being addressed.

“For the NGC, our work on the pool area is ongoing. So far, we have only identified a few minor changes on the structural side,” she added.

Ceballos said several electrical requirements that TIEZA must still be addressed  to ensure the facilities are fully operational upon completion.

The redevelopment of the Bacolod City Government Center grounds  and Heritage Plaza is a ₱300-million tourism infrastructure project funded entirely by TIEZA.

The first phase of the redevelopment officially commenced in July 2025.

It aims to transform two of Bacolod City’s most prominent public spaces with upgraded facilities, enhanced landscaping, modern lighting systems, water features, and other major infrastructure improvements, the BCCO said.*
