Chopped off hands submerged in beef broth with jackfruit and a list of 22 persons linked to illegal drugs was found in Purok Kagaykay, Brgy. 2, Bacolod City, at about 6:50 a.m. Wednesday, January 25.
The left and right hands inside a plastic ice cream container along with the list was found by a tricycle driver in the garbage.
The 22 persons on the list are from puroks Kagaykay and Sigay that are thickly populated areas in Barangay 2, Capt. Jonito Pastrana, Police Station 2 chief, said.
The list also stated that there was a certain RR from Police Station 2 who is a drug protector, Pastrana said.
They are still determining who “RR” is, he said.
The message on the note said “tanan kamo kung indi mag-untat raffle lang na (all of you if you don’t stop, this is just a raffle).”
This may be a warning to the persons on the list, Pastrana said.
They are still determining whom the hands belong to, he said.
Barangay 2 Captain Emelda Banguanga said those on the list were former prisoners under parole and probation, and the others were set to undergo drug rehabilitation.
There are two persons who were reported missing from Barangay 2 in November, she said.
A 30-year-old woman, whose name was number three on the list, said she feared for her life.
She is on probation and is no longer involved in drugs, and wants to be given a chance for a new life, the Barangay 2 resident said.
The police will meet with the barangay officials to discuss the safety of the persons on the list, Pastrana said.*
