
The Office of the Ombudsman ordered the three-month suspension of two barangay officials and a treasurer in Bacolod City for simple misconduct for the issuance of a bouncing check worth P140,000.
The Ombudsman imposed a three-month suspension on Barangay 7 Captain Hercy Sibug and her husband, Kagawad Bernabe Sibug, and treasurer Edmar Base.
The order signed Deputy Ombudsman-Visayas Dante Vargas said the three barangay officials were liable of simple misconduct for issuing a bouncing check to the complainant Cresenciano Torres in 2019.
The check was issued in payment of a loan worth P140,000 to be used as payment for salaries and wages of the barangay council members and employees.
John Kaye Delostrico, the complainant’s lawyer, said that his client had been demanding payment that he has not received, resulting in his filing cases for estafa, usurpation of authority, and falsification of commercial document.
The Ombudsman’s order was served to the three officials on Monday, Sept. 2, by representatives from the Department of the Interior and Local Government.
With the suspension of the Bernabe couple, Kagawad Christian Jake Arenas will be the acting barangay captain of Brgy. 7.*
