Mayor issues EO to curb Bacolod Covid-19 spike; curfew now 10 to 4, drinking of liquor in public banned

Bacolod Mayor Evelio Leonardia issued an executive order Sunday, June 6, imposing “strict precautionary measures to curb the recent spike and rebound of COVID-19 infections.”

Executive Order No. 31 Series of 2021 sets curfew in Bacolod City from 10 p.m. to 4 a.m. and totally bans consumption of liquor in public places.

There is a need for more vigilance and caution with Bacolod experiencing a spike in COVID-19 infections, and the Department of Health-6 having classified it as a “high-risk” area for coronavirus, Leonardia said.

He strongly appealed to Bacolod residents to observe all basic health protocols, and to voluntarily home quarantine themselves as much as possible.

ON MASS GATHERINGS

The mayor reiterated in the EO that any form of mass gathering or business activity is strongly advised to be kept at 30 percent of a venue’s capacity.

This includes dine-in restaurants, fast food and food retail establishments, including supermarkets, grocery stores, and food preparation establishments; barber shops, salons, and other personal care service establishments;

Church gatherings for holy mass, prayers, worship services and similar activities; and business meetings, incentives, conferences, and exhibitions.

These should be limited to essential business gatherings only, but video conferences are preferably advised, the EO added.

CURFEW HOURS

Curfew hours in Bacolod City will be from 10 p.m. to 4 a.m., the EO also said.

Exemptions will be made for workers on night shifts, media practitioners, public emergencies that require fire and ambulance services, calamities, and those requiring medical assistance on board PUVs or private vehicles, it added.

LIQUOR BAN

The selling of liquor, wine, beer or any alcoholic or intoxicating beverage in public places will be allowed only from 12 p.m. to 6 p.m. for consumption in private residences, the EO said.

The selling and/or consumption of such alcoholic beverages in public places is totally banned and prohibited, it said.

The serving and selling of liquor at beerhouses, nightclubs, karaoke bars, or any establishment whose business is to primarily serve/sell liquor or alcoholic drinks will remain prohibited, it said.

BELOW 18 YEARS OLD

For purposes of health and safety measures on age-based restrictions persons below 18 years old are mandated to stay home except when engaged in essential services or by reason of employment.

HOME QUARANTINE.

Members of the vulnerable sector are still required to remain in their residences at all times, except when indispensable under the circumstances for obtaining essential goods and services or for work in permitted industries and offices, the EO said.

Members of the vulnerable sector are any person below 18 years old, those above 65 years old, those with immunodeficiency, comorbidity, or other health risks regardless of age and pregnant women.

INFORMATION CAMPAIGN

All sectors of both public and private entities are advised to assist in the massive information campaign of the city government for citizens to submit themselves for vaccination to overcome the COVID-19 pandemic and enable a smooth transition towards a “new normal”, the EO also said.

SKELETAL WORK FORCE

All government and private offices are strongly advised to implement a skeletal work force system and alternative work arrangements to reduce the number of employees working on-site at these offices at any one time, it added.*
