Guv inks landmark MOA with int’l software firm

Governor Eugenio Jose Lacson on Monday, Oct. 20, signed a Memorandum of Agreement (MOA) with Layertech Software Labs Inc., officially making the Negros Occidental provincial government the software company’s first government global partner for technology and digital skills development.

Lacson thanked Layertech for making the province’s Negros Occidental Language and IT Center (NOLITC) its pioneering global partner.

Lacson said he hopes NOLITC “could be at par with other international partners” in technology training.

Maria Jhian Sangil, Layertech CEO, said this is a pioneering program in collaboration with NOLITC.

“We are giving all learning materials to NOLITC for free. Tomorrow we are training NOLITC facilitators to become accredited trainers of the program”, she added.

Under the program, NOLITC will roll out the delivery and establishment of the Public Data Analytics course, Harnessing the Power of the Digital Economy course for MSMEs, and the Learn2Code: Coding out of Poverty Programs.

The agreement officially designates NOLITC as an official Layertech training partner, allowing the institution to conduct the PDA, HPDE, and L2C courses and issue certificates.

Sangil added that they endorse partners to global clients for these training, certifications, and funding opportunities.

While Layertech has conducted output-based training since 2020 with international partners and private organizations, including the Chamber of Commerce, this is their first partnership with a government entity, having previously implemented training in countries like Papua New Guinea, Armenia, and various Arabic nations, she said.
