A policeman who was dismissed from service was gunned down in front of the University of Negros Occidental-Recoletos at Lizares Extension in Barangay 40, Bacolod City, Thursday night, March 3.
Killed was 41-year-old Ryan Lomugdang, who was expelled from police service in December 2016 for grave misconduct and for testing positive for drug use.
The victim was on board his motorcycle when riding-in-tandem suspects attacked him, the police reported.
Police investigators have yet to establish the motive for the killing.
Lumogdang was once cited by the Bacolod City Police Office (BCPO) for his bravery in arresting an armed man at the Provincial Capitol Park and Lagoon while he was off-duty. During the incident, he was stabbed by the suspect.
In 2015, Lumogdang was relieved from the City Anti-Illegal Drugs Special Operations Task Group after he tested positive for using illegal drugs.
Still in 2015, while in the service, he robbed a construction worker who was waiting for a jeepney at BS Aquino Drive. At that time, he forcibly took the victim’s cellphone worth P2,000 and his bag containing construction tools and several identification cards, after flashing his .45 caliber pistol tucked in his waistband, the police said.*
