Councilors push for Bacolod Emergency Communication System

The Sangguniang Panlungsod of Bacolod has approved on first reading a proposed ordinance seeking to establish a centralized emergency communication framework that will improve the dissemination of verified public warnings, strengthen disaster coordination, and counter misinformation during emergencies and disasters.

The proposed measure, authored by Councilor Caesar Distrito and Councilor Pao Sy, is titled the “Bacolod Emergency Communication System (BECS) Ordinance of 2026”.

It aims to institutionalize an official emergency communication system that will serve as the City Government’s primary source of verified announcements, advisories, and public safety information during calamities, disasters, health emergencies, public disturbances, and other situations affecting the welfare of residents, Distrito said.

The ordinance is a proactive response to the growing challenge of misinformation and unverified digital content that often causes panic, confusion, and unnecessary disruption during emergencies, he said.

“In times of crisis, timely and accurate information can save lives. This ordinance seeks to ensure that Bacolodnons have access to verified and reliable emergency updates while strengthening the City’s ability to counter false or misleading information that may create fear or public disorder,” Distrito said.

Under the proposed ordinance, the Bacolod Emergency Communication System (BECS) will be created under the supervision of the City Mayor through the City Disaster Risk Reduction and Management Office (CDRRMO), in coordination with the City Information Office and other concerned agencies.

The BECS shall serve as the official communication mechanism of the City Government and shall establish unified emergency information protocols among barangays, schools, hospitals, law enforcement agencies, media organizations, and other stakeholders to ensure coordinated and efficient dissemination of verified public advisories.

The proposed system will also maintain designated official communication channels, including social media platforms, SMS alerts, hotlines, radio advisories, and other digital systems to ensure wider public reach during critical situations.

A key component of the ordinance is the establishment of mechanisms to monitor and immediately counter false, misleading, or malicious information related to emergencies, disasters, and public safety issues.

The measure also promotes responsible information sharing and public awareness campaigns on emergency preparedness, crisis communication, and digital responsibility.

Sy said the ordinance is not merely about communication infrastructure but about public trust, preparedness, and resilience.

“During disasters and emergencies, misinformation can be as dangerous as the crisis itself. Through BECS, we aim to create a coordinated, credible, and responsive emergency communication system that protects lives, supports decision-making, and strengthens public confidence in official information,” Sy added.

The ordinance also authorizes the City Government to coordinate with telecommunications providers, broadcast media, and digital platforms to improve the reach and efficiency of emergency advisories.*
