Capitol’s systems for efficient service to be implemented in Bacolod – Diaz

Negros Occidental provincial government systems will be set up in Bacolod City to ensure more efficient delivery of services and management of resources, Provincial Administrator Rayfrando Diaz said on Thursday, October 20.

Bacolod Mayor Alfredo Abelardo Benitez has tapped Diaz as city consultant for administrative matters and system review on a pro bono basis.

The priority is to set up systems in the Bacolod City government that have already been successfully implemented by the provincial government, Diaz said.

A document tracking system is being set up that will make use of QR or bar codes for efficient access to data needed, he said.

Benitez also wants to adopt the Capitol car and motorpool management system wherein all vehicles of the city government will be inventoried to ensure that they are used for official business only when needed, Diaz said.

The system will also provide information on the maintenance and repair of each vehicle, with a record of all parts purchased, he said.

A procurement system that will allow the annual purchase of office supplies and equipment to be stored in one depot is also in the pipeline, Diaz said.

This will do away with each department individually procuring their supplies, he added.

A personnel information system, like the one set up at the Capitol, where information of all job order and contract of service workers will be stored to make renewal of contracts efficient and as a deterrent against ghost employees is also being eyed, Diaz said.

The payment of their salaries using ATM cards may also be adopted, Diaz said.*
