PCol. Noel Calderon Aliño assumed the post of Bacolod City acting police director Tuesday afternoon, April 18, following the request of Mayor Alfredo Abelardo Benitez for his swift appointment.

Benitez said on Monday that the dumping of mutilated body parts in Bacolod City had become alarming and that he sent a message to Local Government Secretary Benjamin Abalos Jr. asking him to hasten the appointment of a new Bacolod police director.

Aliño, a Philippine National Police Class of 1998 graduate and the former provincial police director of Iloilo, replaced Col. Thomas Joseph Martir who is retiring.

Benitez thanked Martir for his service to the city, and told Aliño he expects a par excellence performance from him “because our standards demand that it has to be higher than average”.

“We would like more police visibility and the resolution of cases that have not been solved“, including the dumping of body parts in the city, Benitez said.

There will be a lot of expectations and work to be done, Benitez said.

There will be a probationary period for the OIC police director “to prove himself, and then we will see”, Benitez said.

The mayor assured that the city government will be a strong partner of the Bacolod police, and will provide the needed resources and logistics.

The mayor said he chose Aliño from a list of five nominees, based on his performance, track record, and positive endorsements.

Aliño, who promised change, said while he will work to solve previous crimes, he will also prioritize crime prevention and control.

“The No. 1 crime deterrent is the presence of the police officer,” he said.

“There are leaders who are all talk, I will set an example, you will see,” he said.

His Bacolod assignment is the make or break of his career, Aliño added.

Brig. Gen. Leo Francisco, PNP Region 6 director, ordered Aliño to act on unsolved cases in Bacolod City.*
