Bacolod SP moves to expand senior citizen benefits

The Bacolod Sangguniang Panlungsod (SP)has approved on first reading a proposed ordinance that would significantly expand the city’s cash incentive program for senior citizens, Councilor Caesar Distrito said on Tuesday, July 15.

The new measure aims to lower the eligibility age for incentives from 80 to 75 years old and double the program’s annual budget to P10 million, he said.

The proposed ordinance authored by Distrito and co-authored by Councilor Celia Flor seeks to amend City Ordinance No. 910, Series of 2019, also known as the “Ladderized Cash Incentive Centenarian Award Ordinance of Bacolod City.”

“This amendment reflects our commitment to recognize and support our senior citizens earlier in their twilight years, especially given the increasing challenges they face,” Distrito said.

“It’s about inclusivity and dignity”, he said.

KEY CHANGES PROPOSED:

Lowered Eligibility Age: The new incentive structure would begin at age 75. Eligible seniors would receive P10,000 at each of the following milestones:

P10,000 at ages 75–80

P10,000 at ages 81–90

P10,000 at ages 91–99

The remaining incentive upon reaching 100 years old, provided all previous incentives were granted.

Posthumous Claims: In cases where a qualified beneficiary passes away before receiving an incentive, the nearest family member or guardian may claim it. This is subject to proper verification, in line with City Ordinance No. 670, Series of 2014.

The annual city budget allocation for the program will be increased from P5 million to P10 million, ensuring wider coverage and the sustainability of the expanded benefits.

“This is a way to express our gratitude to our elders who helped shape the community we enjoy today,” Flor said.

“Recognizing them while they are still with us is a moral obligation”, she added.

The proposed ordinance will undergo further readings and deliberations before its final approval.*
