
The Police Regional Office-Negros Island Region said increased coordination between law enforcement and educational institutions should not be interpreted as the militarization of schools.
In a statement issued Wednesday, June 24, PRO-NIR said police involvement is intended to support existing school safety, disciplinary, and student welfare systems.
The regional police office issued the statement following the stabbing incident involving two minors outside school premises in San Carlos City, Negros Occidental, on Tuesday.
PRO-NIR said school officials remain the primary authorities responsible for discipline, student welfare, and maintaining a safe learning environment.
It added that police action inside school premises should only be undertaken when necessary, in coordination with school officials, and in accordance with child protection policies and legal safeguards.
“The presence of law enforcement in schools should foster security and confidence, not fear or intimidation,” PRO-NIR said.
The regional police office said its role in schools is focused on prevention, preparedness, awareness campaigns, youth engagement, emergency planning, and identifying risks before they escalate into violence.
PRO-NIR also urged parents, teachers, school officials, and community leaders to report signs of violence, bullying, threats, gang-related activity, or other behavior that may place learners at risk.
Police said early reporting and intervention remain important in preventing conflicts from developing into more serious incidents.
The San Carlos stabbing case is being handled by the Women and Children Protection Desk as both the victim and the suspect are minors.
PRO-NIR said the investigation is being conducted in accordance with existing laws and child protection protocols.
Under its SAFE NIR program, the regional police office said preventive initiatives will also be extended to communities where students live and spend time outside school.*
