Residents of Bacolod City are urged to avail of the free scholarship program from the Technical Education and Skills Development Authority, which was facilitated by the office of Rep. Greg Gasataya.Interested applicants must be 21 years old and above to qualify, either high school level or graduate, and college level or graduate.
