All BSKE winners proclaimed, except for two kagawads

All Barangay and Sangguniang Kabataan Elections winners in Negros Occidental and Bacolod City, except for two kagawads, were proclaimed on Friday, November 3, Provincial Election Supervisor Ian Lee Ananoria said.

Not proclaimed were winning kagawads in Barangay Tabigue, EB Magalona, and in Barangay Tangub, Bacolod City, he said.

The Tabigue winner could not be proclaimed because the Commission on Elections has issued a suspension of proclamation order pending resolution of premature campaigning raps against him.

The No. 4 winning kagawad in Barangay Tangub, Bacolod, also could not be proclaimed because of an error by the Barangay Board of Canvassers.

A Petition to Correct Manifest Error has to be filed for failure to proclaim Erwin Montaño a winner, Bacolod Election Officer Kathrina Trinio-Caña said.

Hannah Sanchez was mistakenly proclaimed the seventh kagawad winner of Tangub, despite Montano’s garnering 3,086 votes above her 2,799 votes.

As soon as the candidates are proclaimed winners, have taken their oaths and submitted their Statements of Contributions and Expenditures (SOCE) they can assume office, Ananoria said.

All candidates , whether they won or lost in the elections, must submit their SOCEs to the Office of the Election Officer concerned on or before November 29, or not later than one month after the day of the election, he said.

All candidates also have until Saturday, November 4, to remove their posters and other campaign materials, he added.

Ananoria said some complaints for vote buying in Negros Occidental could have been directly filed with the Comelec Law Department.

He is waiting for the accompanying affidavits for vote buying complaints, Ananoria said.*
