A total of 173 public school teachers who are scholarship grantees of the Negros Occidental provincial government’s Project Flagship to Reach Educational Excellence (Project FREE) received their doctorate and master’s degrees at graduation rites at the University St. La Salle (USLS) Coliseum in Bacolod City, on Thursday, Dec. 12.
The scholar-grantees are part of Project FREE Batch 3, a press release from the Capitol said Friday.
Out of the 173 graduates, 21 received their Doctorate degree of Philosophy in Educational Leadership and 152 obtained their Master’s degree in Guidance and Counseling, Education major in Natural Science, Mathematics, Reading, Language and Literature, Filipino, Music, Arts, Physical Education and Health, Social Studies, Special Education, Technology and Home Economics, and Early Childhood, from the USLS.
Russel Gorre and Romelyn Carcueva were recognized for achieving Highest Academic Honors while Vladimir Katalbas earned High Academic Honors.
For special awards, the Best Dissertation went to Ike Dominic Jalwin and Best Thesis was awarded to Gemmalyn Acsioma.

Gov. Eugenio Jose Lacson, as the project grantor, congratulated the 173 scholars and said that this landmark initiative, in partnership with USLS and the Department of Education (DepEd), reflects the shared commitment to uplifting the educational landscape of the province.
DepEd Undersecretary Peter Irving Corvera, as the commencement speaker, congratulated the scholars and lauded the provincial government of Negros Occidental for the unique program that supports public school teachers.*
