137 vote ties in Neg. Occ., Bacolod, drawing of lots to determine winners

There were 137 tied votes in the Barangay and Sangguniang Kabataan Elections in Negros Occidental and Bacolod City on Monday, Provincial Election Supervisor Ian Lee Ananoria said on Tuesday, October 31.

He said 26 were resolved as of 3:30 p.m. Tuesday with the drawing of lots to determine the winners, while the rest will follow.

Comelec chair George Garcia wants the ties resolved as soon as possible, Ananoria said.

The majority of the ties involve barangay and SK kagawad candidates who had the same number of votes for the seventh slot in their local councils, he said.

In some cases the ties involved not just two but three bets with the same number of votes.

The ties should be broken through the drawing of lots to determine the winner, and not through tossing of coins, which is illegal, Ananoria said.

In Bacolod City there are 17 ties involving SK and barangay kagawads that will be broken through the drawing of lots at the Liga ng mga Barangay office in Bacolod on November 6, Bacolod Election Officer Kathrina Trinio-Caña said.

Ananoria said the Comelec also received numerous complaints of vote buying on Election Day.

They are waiting for the complainants to execute their affidavits, he said.*
