There were zero major crimes at the 29th Panaad Sa Negros Festival held from March 24 to 30, which was a resounding success, the Negros Occidental Provincial Police Office (NOCPPO) reported Monday, March 31.
“The festival’s success, in large part, can be attributed to the comprehensive security measures implemented throughout the week,” it said.
A dedicated force of 1,063 security and emergency personnel was deployed, utilizing a range of resources including 17 patrol units, 20 motorcycles, four fire trucks, and ten ambulances, the NOCPPO said.
The festival grounds were strategically divided into nine sectors, enabling effective crowd management and rapid incident response, it said.
With approximately 73,462 attendees, the festival demonstrated strong public participation and community engagement, NOCPO said.
Notably, the event proceeded without major security incidents, although there were 215 minor medical emergencies such as heat exhaustion and minor injuries, it said.
On-site medical teams efficiently handled these situations, highlighting the importance of preparedness and rapid response, the NOCPPO statement said.
Negros Occidental Gov. Eugenio Jose Lacson led the Task Group Panaad Festival 2025 Deactivation Ceremony at the Panaad Park and Stadium in Bacolod City, Monday morning.

“As we formally conclude the troop deployment of the Philippine National Police in support of this year’s Panaad Festival, I extend my heartfelt gratitude to each and every one of you for your unwavering commitment and service,” Lacson said.
He said their presence was instrumental in ensuring the safety, order, and security of the public during the festival.
He said that the success of Panaad is not only measured by the vibrancy of the cultural showcase or the enthusiasm of our people but also by the peace and security that allowed people to celebrate without fear.
“The PNP has once again demonstrated professionalism, discipline, and efficiency in managing large crowds, safeguarding public spaces, and responding to contingencies,” he said.
Also present at the activity were Panaad Executive Director Charina Magallanes-Tan and Provincial Disaster and Risk Reduction Management Office head Bel Ploteña.*
