Mayor Rowena Lizares has issued an executive order establishing minimum pricing guidelines for pork sold within Talisay City in Negros Occidental to safeguard the local swine industry amid the continuing impact of African Swine Fever (ASF).
Mayor Lizares signed Executive Order No. 39, Series of 2026, which took effect on July 24, according to an announcement posted on the Talisay City Facebook page on Friday, August 7.
“This Executive Order is more than a price regulation—it is a commitment to fair trade, stable markets, and food security,” the city government stated.
By setting reasonable minimum prices, the local government aims to protect hog raisers from unfair undercutting, help meat vendors sustain their livelihoods, and ensure consumers maintain access to safe, high-quality pork.
Under Executive Order No. 39, the minimum price structure is set as follows:
Live Weight (Farmgate Buying Price): ₱170/kg
Pisada / Carcass: ₱240/kg
Retail Market Selling Price: ₱270/kg
The order mandates all meat retailers, vendors, market stall owners, and pork sellers operating within Talisay City to comply with the prescribed baseline rates.
The Executive Order also directs the City Agriculture Office, City Veterinary Office, City Economic Enterprise and Public Market Management Office, Business Permits and Licensing Office, and other relevant agencies to monitor compliance and enforce the policy.
Lizares said the pricing guidelines will be periodically reviewed in consultation with industry stakeholders to adapt as market conditions evolve.
“Together, we protect local livelihoods, strengthen our agricultural economy, and keep Talisay’s markets fair, stable, and resilient,” the city government added.*
