SP okays one consultant, Bacolod, Negros MOU eyed

There is a proposal for the Bacolod City government to enter into a memorandum of understanding (MOU) on cooperation with the Negros Occidental provincial government to strengthen bilateral relations, Councilor Al Victor Espino said Wednesday, September 14.

Espino, chair of the Bacolod Sangguniang Panlungsod committee on laws, ordinances and good government, said this was raised when the request of Mayor Alfredo Benitez to sign the consultancy agreements with three provincial government officials and a former Philippine Health Insurance Corp. executive was taken up during the SP regular session on Wednesday.

The four proposed consultants are:
*Provincial Administrator Rayfrando Diaz Il for Administrative Matters and
Systems Review;
*Teresita Lopez Jalandoni Provincial Hospital chief Dr. Mary Ann P. Maestral for Health and Hospital Concerns;
*Provincial Investment Officer Lucille Gelvolea for Special Projects and Economic
Affairs; and
*Former PhilHealth-6 regional vice president Valerie Anne Hollero for Health Insurance and Health Care.

Espino said during the consultation with the executive branch on Tuesday afternoon, September 13, it was “deemed to find another proposal,” which is to have the city and provincial governments sign a MOU to “give more freedom,” adding that the cooperation between the two local governments is “historical.”

“It never happened in the history of the province for the longest time,” he added.

The provincial government officials are offering their services on a pro bono basis.

Meanwhile, the members of the council approved Hollero as consultant for health insurance and health care.*
