Residents of Purok Torrecampo, Barangay Cabug, Bacolod City, have sought the intervention and assistance of the members of the Sangguniang Panlungsod on their petition against the construction of the DITO Telecommunity cell tower in their village.
The matter, which was referred to Councilor Jason Villarosa, chair of SP committee on information and communication technology, was tackled during the regular session Wednesday, October 26.
Villarosa said that the committee report will be submitted to the City Legal Office for its opinion.
In the committee report, Villarosa said the residents’ main and principal concern is the alleged irregular construction of a cell tower in Purok Torrecampo, Brgy. Cabug, which they manifested during the committee hearing on October 17.
The cell tower is constructed by ZTE Corporation but to be acquired by the DITO Telecommunications once all requirements are complied with, he said, adding that the cell tower is not in operation
because of the complaint of the residents.
The residents put on record their frustration over the matter when they were excluded in the participation of the planning stage of the construction that began in July 2021, the committee report said.
They also alleged that the Office of the Building Official was remiss in issuing pertinent permits in the
construction of the cell tower.
OBO said that the issuance of the relevant permits is vested with presumption of regularity, adding that it can be appealed to the Department of Public Works and Highways.
The purok chairman also said that when the construction was ongoing, the roads to and from the houses were made as a dumping site for soil and dug up earth thus affecting passage of the residents, the committee report said, adding there is occasional flooding during heavy rain.
ZTE said the former sub-contractor’s services were disengaged and that they rectify the problem, the committee report said.*
