San Carlos sets guidelines for essential travel through port

Mayor Renato Gustilo issued an executive order Friday, May 21, restricting travel through the port of San Carlos City in Negros Occidental to essential business, to curb the rise in COVID-19 cases.

Gustilo in Executive Order No. 87 Series of 2021 set the guidelines for inbound and outbound essential travel through the port of San Carlos.

Essential travel allowed through the port of San Carlos are the transport of rolling cargoes, government Authorized Persons Outside of Residence on official trips, work-related travel of essential workers, medical or patient travel, and other essential travel as determined by the EOC.

Returning residents will be allowed to pass through the port of San Carlos if there is prior Local Government Unit coordination and they are provided transport services by their receiving LGUs.

Those transporting rolling cargoes of essential goods must have valid medical certificates for the driver and crew, a DTI Permit or Business Permit indicating type of cargo, and an accomplished health declaration form filled out before arrival.

APORs on official trips must have a travel order, government employee ID, and an inbound pass in coordination with the San Carlos City government.

Essential workers on work related travel must have an approved travel coordination permits through S-PaSS with negative RT-PCR test results, company certification or ID, and an inbound pass in coordination with the San Carlos City government.

For patient transport a hospital referral slip by an attending physician and an inbound pass in coordination with the San Carlos City government are needed.

All travelers must abide with the minimum health and safety protocols, the mayor also said.
San Carlos City has for weeks been the topnotcher in COVID-19 cases among the 31 LGUs in Negros Occidental.

But on Thursday, the number of active COVID-19 cases in the city dropped to 77.*
