
Mayor Renato Gustilo has issued an executive order lifting the use of protective helmets while driving motorcycles within San Carlos City proper in Negros Occidental effective immediately as a deterrent against crimes.
“There is a need to lift the use of a motorcycle protective helmet within the city proper while driving and to limit the driving speed of motorists in some areas within San Carlos City to curb criminality and for easy identification of criminals, “ the mayor said.
Executive Order No. 86 Series of 2024 signed by the mayor on Wednesday, February 28, lifts the rule on motorcycle riders using protective helmets while driving within the city proper, limits the driving speed of motorists up to 40 kilometers per hour, and designates some areas in San Carlos City where the wearing of helmet is required.
The EO states that from Sancaville Subdivision in Barangay Rizal, Citi Hardware and the Kalingling Bridge going outside San Carlos City, the wearing of helmets by motorcycle riders is required.
A Department of Public Works and Highways job order worker on board a motorcycle and wearing a helmet hurled a grenade at the “Kapehan sa Medina” injuring three persons and damaging two vehicles at the Eco-Tourism Highway at Sitio Medina, Barangay Rizal, San Carlos City, on Tuesday, February 27, the police reported.
PLt.Col. Nazer P. Canja, San Carlos police chief, said the suspect who was identified by an eyewitness present at the scene of the crime and was arrested at his residence at Brgy. Punao on the same day.
