Sagay City has donated a three-hectare property in Barangay General Luna for the establishment of the Police Regional Office–Negros Island Region Regional Special Training Unit, a project expected to strengthen police training, public safety, and regional law enforcement capacity.
Mayor Leo Rafael Cueva, authorized through Sangguniang Panlungsod Resolution No. 2026-120 dated March 20, signed the Deed of Donation with the Philippine National Police, represented by PBGen. Rolindo M. Suguilon, Acting Director of the Philippine National Police Training Service, during a ceremony held at the Sangguniang Panlungsod Session Hall on Tuesday, June 9.
The donation marks a major step toward establishing a permanent training facility for future police officers serving Negros Island Region, a press release from Sagay City said.
Cueva said the project is not only an investment in police training but also in the long-term safety and development of Sagay City and the region.
“This is a milestone for Sagay City and for the Negros Island Region. By helping establish this training center, we are investing in future police officers who will serve our communities with discipline, competence, and commitment,” Cueva said.
He said the city government immediately studied how it could support the proposal after PCOL Ariel S. Bait presented the need for a regional training facility earlier this year.
After evaluation, the city identified the three-hectare property in Barangay General Luna as a suitable site for the project.
The mayor said the facility is also expected to create wider benefits for Sagay, including economic opportunities, stronger community engagement, and learning opportunities for students pursuing careers in criminology and public safety.
“A training facility like this can open opportunities not only for law enforcement but also for our local economy, our students, and our communities. It places Sagay in a position to contribute meaningfully to regional peace and security,” Cueva said.
Suguilon thanked the Sagay City Government for the donation, describing it as a contribution to a safer and more progressive Negros Island Region.
“This donation is more than just a parcel of land. It is a valuable investment in a safer, more secure, and progressive future for the Negros Island Region,” Suguilon said.
He assured city officials and residents that the PNP, through the RSTU-NIR, will remain a partner not only in law enforcement but also in nation-building, community development, disaster response, youth engagement, and other initiatives that improve the lives of citizens.
“As we break ground today, we also break barriers of limitation. We reaffirm our shared responsibility to build communities where safety is not a privilege but a guarantee, and where peace is not merely an aspiration but a lived reality,” Suguilon said.
City Administrator Engr. Rodnel de los Reyes and PCOL Bait, Acting Training Manager of PNP-NIR, witnessed the signing of the Deed of Donation.
After the signing ceremony, Cueva, city officials, and PNP-NIR representatives proceeded to the project site in Barangay General Luna for the blessing and groundbreaking rites.
The blessing was led by PNP Chaplain Alexander Reposo, followed by the ceremonial groundbreaking and installation of a time capsule by the City Engineering Office.*
