Sagay City provides safer space for kids, youth in conflict with law

Sagay City in Negros Occidental is providing a safer space for children and youth in conflict with the law in the newly opened PHP15-million facility.

“It is our responsibility to help those who have fallen to rise again, especially our youth,” Mayor Leo Rafael Cueva said in a statement on Friday. July 17.

Situated at Eusebio Heights in Barangay Paraiso, the Sagay City Development Center for the Youth was inaugurated on July 15.

It can house up to 12 male occupants who need to undergo rehabilitation, guidance and personal development.

“This is an important investment in our community because our local government remains committed to the positive growth and development of every child,” the mayor said, noting that around 65 percent of the city’s population is composed of children and young people.

City Social Welfare and Development Officer Henrik Ollano said the Sagay City Development Center will serve as a place of hope, healing and new beginnings for children who need guidance and support.

The local government unit-funded facility, located in a one-hectare property donated by the Escario family, comprises the 315.90- square meter main building worth PHP10 million funded in 2021 and the PHP5-million perimeter fence and concrete pavement with allocation this 2026.

Social welfare officer Ricky Alvarado, head of the Sagay City Development Center, said children in conflict with the law should not be defined only by their mistakes.

“They should be met with understanding, compassion, and the opportunity to change,” he added.

A child in conflict with the law is anyone under 18 years old who is alleged, accused, or adjudged of committing an offense.

Republic Act 9344, or the Juvenile Justice and Welfare Act of 2006, seeks to protect minors by focusing on rehabilitation and diversion rather than jail time.*PNA
