
A public utility vehicle driver tested positive for illegal drugs during a surprise drug testing operation conducted by the Land Transportation Office–Negros Island Region (LTO-NIR) at the Bacolod Southbound Terminal on Monday, Jan. 5.
The operation was part of “Oplan Harabas”, a road safety initiative led by LTO-NIR in coordination with the Philippine Drug Enforcement Agency and the Highway Patrol Group.
A total of 101 drivers, conductors, and bus personnel from jeepneys, buses, and other public utility vehicles, including those from Ceres Bus Liner, underwent mandatory random drug testing during the operation.
LTO-NIR said the lone positive result involved a 57-year-old PUV driver assigned to the Shopping–La Salle–Libertad route.
His driver’s license was temporarily confiscated pending confirmatory testing, which will determine the filing of appropriate administrative sanctions.
LTO-NIR said drivers who test positive for illegal drugs may face penalties, including possible license revocation, under the Anti-Drunk and Drugged Driving Act of 2013.
The agency said Oplan Harabas aims to prevent impaired driving and strengthen road safety, particularly following the holiday season when commuter traffic increases.
LTO-NIR also reminded transport operators of their responsibility to closely monitor their drivers and personnel to ensure public safety.
The agency said similar enforcement operations will continue across the region to promote discipline among drivers and protect the riding public.*
