
Five police officers in the Negros Island Region officially donned their new ranks as Police Lieutenant Colonels during a ceremony at Kanlaon Hall, Camp Alfredo M. Montelibano Sr., Bacolod City, Monday, Sept. 29.
The Oath-Taking and Donning of Ranks Ceremony was attended by PRO NIR Regional Director BGen. Arnold Thomas Ibay, Lawyer Owen De Luna of National Police Commission, other senior officers, personnel, and family members.
The newly promoted officers were LtCol. Jethro P. Mipaňa, LtCol. Nelson P. Amsiwen Jr., LtCol. Ralph Lauren V. Morelos, LtCol. Romar I. Pacis, and LtCol. Joel A. Senogat Jr.
Ibay congratulated the five officers and reminded them that their promotion is not just a change of rank but an elevation of duty.
He challenged them to be wiser, more responsible leaders, and to meet higher expectations by upholding the core values of the PNP.
“True respect is not earned by rank, but by integrity, professionalism, and service to the people,” Ibay said, urging the newly promoted officers to honor the sacrifices of their families and mentors by leading with character and dedication.*
