
The Progressive Alliance of Capitol Employees (PACE) on Thursday, July 10, lauded the dismissal of the former Negros Occidental Human Resource Department (HRD) head, calling it a “critical affirmation of the rights of workers and the importance of upholding professional ethics, transparency, and accountability in our institution.”
Governor Eugenio Jose Lacson dismissed Anabelle S. Palic from service in a decision dated June 13.
The dismissal was based on “substantial evidence” for “oppression, conduct prejudicial to the best interest of the service, grave misconduct, and being notoriously undesirable”, the decision said.
Provincial Legal Officer Alberto Nellas Jr. confirmed that Palic has filed a motion for reconsideration, which is currently being resolved.
PACE said the decision to dismiss Palic stemmed from a collective complaint submitted by Capitol employees.
“The investigation, prompted by the courage of employees who came forward despite fears of retaliation, revealed patterns of intimidation, misuse of position, and the systematic marginalization of employees critical of the HRMO’s practices,” PACE stated.
“We commend the investigating authorities and oversight bodies for their thorough and impartial handling of the case,” the alliance added.
“It is a clear message that no one is above accountability, and every employee regardless of rank deserves a safe, respectful, and just workplace, and that abuse of authority will not be tolerated within the public service”, PACE said.
PACE reiterated its commitment to defending employees’ rights, upholding their welfare, and ensuring a workplace that honors dignity, equity, and justice.
