
After serving Negros Occidental for half a century, the Negros Occidental Police Provincial Office administrative building in Bacolod City has undergone a major transformation following a P44.6-million reconstruction project that was inaugurated on Wednesday, Dec. 17.
The newly reconstructed headquarters and grandstand marks the first major overhaul of the NOcPPO administrative building since its construction in 1974, aimed at improving police operations, working conditions, and public service delivery, the Police Regional Office-Negros Island Region said.
The inauguration and blessing were led by PRO-NIR Director BGen. Arnold Thomas Ibay, along with Neg. Occ. Governor Eugenio Jose Lacson, Bacolod City Administrator Mark Mayo, former Abang Lingkod party-list representative Joseph Stephen C. Paduano, and National Police Commission–NIR regional director Owen De Luna.
The administrative building was reconstructed under the General Appropriations Act of 2024 with a total allocation of P34,191,479.96.
The P14,701,479.96 was sourced through the Abang Lingkod party-list then represented by Paduano, while P19,490,000 was allocated through then Bacolod representative Greg Gasataya.
The police said the reconstruction initiative was undertaken during the term of former provincial director Col. Leo B. Pamittan and implemented under Col. Rainerio M. De Chavez.
Meanwhile, the newly built grandstand, completed as part of the PNP Multi-Purpose Center, was funded with P10.5 million from the Peace and Order Council Fund of the Negros Occidental provincial government.
Ibay said the upgraded facilities reflect sustained investment in a more capable and professional police force, adding that modern infrastructure plays a key role in strengthening operational efficiency and public trust.*
