The Office of Civil Defense (OCD) is spearheading the drafting of a comprehensive Typhoon Tino Recovery Plan to provide essential aid to devastated areas within the Negros Island Region (NIR).

OCD Undersecretary Harold Cabreros, who recently visited the NIR, has directed the immediate submission of the recovery plan to ensure that necessary funding can be sourced, OCD-NIR Regional Director Donato Sermeno III said Tuesday, Jan. 13.

The OCD-NIR will lead the project’s coordination. Local Government Units (LGUs) are tasked with submitting their respective recovery plans, while multiple national agencies will take charge of the post-disaster needs assessment, he said.

Sermeno also said that while the 2026 General Appropriations Act does not explicitly specify a fund for the Kanlaon Recovery Development Plan, there is a P15.3 billion fund specifically allocated for the recovery of LGUs affected by disasters.

Cabreros emphasized that the Kanlaon Recovery and Development Plan remains a top priority for coverage.*
