New NIR police OIC reg’l director calls for proactive crime prevention

PBrig. Gen. Arnold Thomas Ibay, the newly-installed officer-in-charge of the Police Regional Office–Negros Island Region (PRO-NIR), stressed the need for the police to adopt proactive crime prevention measures.

Ibay, who was accorded arrival honors at Camp Alfredo M. Montelibano Sr. in Barangay Estefania, Bacolod City, on  Monday, April 14, in his arrival speech said the police should “maintain sharp focus on crime prevention, crime solution and community partnerships”.

He also stressed the need to strictly adhere to Philippine National Police’s operational procedures.

“There will be accountability at all levels, there will be zero tolerance for wrong doings…we  will not tolerate  rogue actions of our personnel,” he said.

Ibay, the former Manila Police District director, was accompanied by his family during the ceremony at Camp Alfredo M. Montelibano Sr. where the PRO NIR is located.

 Ibay was formally welcomed by PCol. Dennis Esguerra, the Deputy Regional Director for Administration.

Esguerra also introduced the members of the regional staff and the NIR provincial directors –   PCol. Rainerio de Chavez of the Negros Occidental, PCol. Ronan Claravall of Negros Oriental and  PCol. Emelie Santos of  Siquijor, as well as PCol. Joeresty Coronica  of Bacolod City.*
