NEPC November rate P12.23 per kWh, offers payment relief for consumers

Negros Electric and Power Corp. announced on Monday, Nov. 17, that its average residential electricity rate for November 2025 is P12.23 per kilowatt-hour, with the commercial rate set at ₱12.28 per kWh.

The bills will be issued starting on November 18.

The utility firm also assured continued assistance for households affected by Typhoon “Tino”, offering flexible payment terms for qualified consumers.

In its advisory, Negros Power said customers using not more than 100 kWh will not face disconnections or surcharges for unpaid bills covering November 4 to December 31.

“As our support for consumers after Typhoon Tino, we would like to emphasize that we can provide a flexible payment options to customers consuming not more than 100kwhs. Rest assured that there will be no power disconnection and no penalties for non-payment of electricity bills covering November 4 until December 31 billing period,” Negros Power said.

The company said this month’s rate adjustment was influenced by several factors.

Wholesale Electricity Spot Market prices increased from ₱5.1922 per kWh to ₱7.6709 per kWh following the deration of several power plants after the October earthquake, resulting in a ₱0.4438 per kWh rise in the generation charge.

Distribution utilities were also directed to resume collecting the Universal Charge–Environmental Charge of ₱0.0025 per kWh, based on an ERC advisory issued on November 7.

The Energy Regulatory Commission approved a new Feed-In Tariff Allowance rate of ₱0.2073 per kWh, up from ₱0.1189 per kWh, which took effect this month.

Transmission charges, however, dropped due to lower Ancillary Services and Reserve Market fees, reducing residential transmission costs by ₱0.2375 per kWh.

Negros Power said its Distribution, Supply, and Metering charge remains unchanged at ₱0.89 per kWh.

Northern Negros Electric Cooperative and Negros Occidental Electric Cooperative have yet to release their power rates for the month.*
