Catholic bishops across Western Visayas, Negros Island Region and Romblon have united to voice their strong opposition to the opening and operation of a casino on the resort island of Boracay in Malay, Aklan.
A copy of the bishops joint statement issued in solidarity with Kalibo Bishop Cyril Villareal was furnished the media on Sunday, Nov. 8, by San Carlos Bishop Gerardo Alminaza.
Alminaza is among the signatories of the joint statement along with Jaro Archbishop Midyphil Billones who is also the apostolic administrator of the Diocese of Kabankalan, Bacolod Bishop Louie Galbines and Bacolod Bishop Emeritus Patricio Buzon.
In the statement dated November 4, the prelates endorsed Villareal’s pastoral stance and recognized the supporting backing of the Metropolitan Archdiocese of Capiz, on the need to protect human dignity, family welfare, and the common good.
“Gambling is not merely a personal choice when its consequences extend to the entire family and community. Experience has shown how gambling addiction can lead to mounting debts, depleted savings, broken trust, marital conflict, neglect of children, and, in severe cases, the destruction of family life”, they said.
“Money intended for food, education, healthcare and other family needs may be lost in the pursuit of quick winnings,” they added.
The statement also highlighted broader societal risks that often accompany expanded casino footprint, such as human trafficking, exploitation of vulnerable groups, substance abuse, financial fraud, and related criminal activity.
The prelates emphasized that economic progress on the world-renowned island does not need to rely on gambling revenue. Instead, they advocated for sustainable growth rooted in responsible tourism, dignified labor, environmental management, and community-centered development.
“Development must serve the human person, not sacrifice human dignity and family welfare for profit,” the statement read, urging policymakers to reconsider the long-term societal footprint of commercial gambling.
The bishops appealed to the national government, provincial government of Aklan, the municipal government of Malay, and business community leaders to listen to affected residents and prioritize social protection over short-term revenue.
They also called on the Catholic faithful and the broader public to extend compassion and assistance to individuals suffering from gambling addiction, while championing honest labor and responsible resource management.
Other signatories of the joint statement are Jaro Archbishop Emeritus Jose Romeo O. Lazo, San Jose de Antique Bishop Marvyn A. Maceda, Capiz Metropolitan Archbishop Victor B. Bendico, Romblon Bishop Narciso V. Abellana, Kalibo Bishop Cyril B. Villareal, and Kalibo Bishop Emeritus Jose Corazon T. Tala-oc.*
