Negrense contractor on Marcos’ list, Bacolod flood projects to be reviewed

One of the 15 firms identified by President Ferdinand Marcos Jr. to have cornered 20 percent of the country’s flood control projects is owned by a Negrense from Victorias City, Bacolod Rep. Alfredo Abelardo Benitez said on Tuesday, August 12.

The firm is Legacy Construction Corporation, headed by its president Alex H. Abelido, which has been in the construction business for some time, Benitez said.

Of these 15 contractors, Legacy is also one of the five firms that have projects in “almost all regions nationwide,” Benitez also said, but pointed out that the president did not say that they have anomalies.

Benitez said the Department of Public Works and Highways (DPWH) in the Negros Island Region was holding a meeting with all district engineers Tuesday afternoon to assess and review all of the projects undertaken by DPWH since 2022.

He was told that about 22 percent of the DPWH flood control projects in Bacolod City were awarded to Legacy Construction Corp., Benitez said.

Benitez said Legacy had been awarded about six flood control projects in Bacolod City from 2022 to 2024, amounting to more than P600 million, and five of which have been completed.

“Because of the president’s call all of these are under review and investigation to find out if there are any anomalies,” he said.

Legacy is also the contractor building the Bacolod Legislative Building behind the Bacolod City Government Center and the Bacolod General Hospital, Benitez said.

Benitez said he commends the president for taking the initiative of calling out infrastructure projects that need to be audited and reviewed to make sure no anomalies and irregularities are happening.

“I think there will be more action that the president will take in the next couple of days,” Benitez said.

Benitez also said he has instructed the DPWH and the City Engineer’s Office to always coordinate to ensure there is no duplication of projects.*
