NBI starts probe on “ghost projects” in San Carlos

The National Bureau of Investigation has officially started their inquiry into allegations of ghost projects in San Carlos City as requested by Mayor Renato Gustilo.

San Carlos City spokesperson Joe Recalex Alingasa said that an investigation team from the NBI-NIR office conferred with the mayor last Wednesday, August 27.

The investigation stemmed from a letter of Gustilo to NBI Director Jaime Santiago last August 18 to probe the P306 million worth of ghost flood projects in San Carlos City involving three contractors – EKC Construction and Aggregates OB based in La Trinidad Benguet, Jaben General Contracting Engineering Services in Baguio and A.P. O. Construction based in the Mountain Province.

According to Gustilo, the city never entered into any contract with the mentioned construction companies and that his signature was forged in all the documents pertaining to the said projects, from the Notice of Award to the Certificate of Final Acceptance.

The mayor also said that the signature of an engineer in the said contract was also forged.

Gustilo revealed that they only found out about the anomalous transaction when the Procudement Service of the Department of Public Works and Highways Central Office wrote to him to confirm the authenticity of documents pertaining to the projects.

Now that the inquiry has commenced the investigating body appealed to the LGU to refrain from issuing any statements or comments regarding the issue while the probe is ongoing up until the findings will be submitted by the bureau to the chief executive.
