Mayor Ella Celestina Garcia-Yulo*

The Municipality of Moises Padilla has earmarked a P50 million development fund for 2026 to finance major infrastructure, economic, social, and environmental programs aimed at improving public services and local development.

The proposed projects include road and bridge construction and rehabilitation, environmental protection initiatives, and education-focused programs that enhance literacy and numeracy among the youth, a press release from the town said Thursday, Oct. 16.

Mayor Ella Celestina Garcia-Yulo presented the plan during the Municipal Development Council (MDC) meeting held on Tuesday, October 14, which discussed the allocation of funds under the 2026 Annual Investment Program.

The proposed fund distribution is as follows: Infrastructure Services – P24 million, Economic Services – P14 million, Social Services – P8 million, Other Services – P2.6 million and Environmental Management – P2.1 million.

The allocation also includes the amortization payment for the municipality’s heavy equipment to sustain ongoing infrastructure works.

The MDC, chaired by the mayor and supported by Vice Mayor Felix Mathias Segundo “Pimpoy” Yulo III, is the town’s primary planning and policy-making body under the Local Government Code of 1991.

Its members include all barangay captains, representatives from civic groups, and the Municipal Planning and Development Office (MPDO) serving as the secretariat.

The mayor said the 2026 investment plan reflects the local government’s commitment to transparent and responsible fund management, ensuring that every peso is used for projects that directly uplift the lives of Moises Padilla residents.*
