MPadilla adopts four-day workweek, energy conservation measures

 Moises Padilla in Negros Occidental has adopted a four-day onsite workweek and stricter energy conservation measures after Mayor Ella Celestina Garcia-Yulo issued Executive Order No. 264, Series of 2026.

Under the new policy, which takes effect March 16, municipal government offices will operate Monday to Thursday from 7:30 a.m.  to 6:30 p.m. completing the required 40-hour workweek within four days, a press release from Moises Padilla said Thursday, March 12.

Fridays will serve as an Energy Conservation Day, during which offices will be closed to the public.

Despite the revised schedule, the local government assured that public service will remain uninterrupted through its “No Noon Break” policy, with a skeletal workforce assigned to continue operations from 12 p.m.to 1 p.m., the mayor sad.

Essential services will remain on a regular five-day schedule, including the Municipal Disaster Risk Reduction and Management Office (MDRRMO), Rural Health Unit (RHU), Barangay Peacekeeping Action Team (BPAT), traffic enforcers, and Clean and Green personnel.

The executive order also mandates energy-saving protocols across all municipal offices. Air conditioning units must be set at 24°C and turned off after 5 p.m., except for the RHU Birthing Clinic.

Non-essential lights and equipment must also be switched off when not in use, while official travel on Fridays will be limited to essential trips.

The initiative supports the implementation of Republic Act No. 11285, or the Energy Efficiency and Conservation Act, and aligns with national efforts to reduce energy consumption amid rising power and fuel costs.*
