Moises Padilla enacts ‘Safer Community Ordinance’

The  Moises Padilla municipal government led by Mayor Ella Celestina Garcia – Yulo  has adopted a new ordinance designed to strengthen peace and order, protect public welfare, and encourage responsible citizenship throughout the municipality.

Unanimously approved during the 41st Regular Session of the Sangguniang Bayan, presided by Vice Mayor Pimpoy Yulo,  Municipal Ordinance No. 2026-215 is also known as the “Safer Community Ordinance of Moises Padilla”.

The measure was introduced through a motion by SB Member Joenes T. Frias and was endorsed by all attending council members, a press release from Moises Padilla said Tuesday, June 16.

The ordinance supports the initiative  create  safer and more orderly communities by establishing clear standards on public conduct, noise regulation, and youth protection.

PROVISIONS OF THE ORDINANCE

Under the ordinance alcoholic beverages are prohibited in public roads, sidewalks, parks, and other open public spaces unless authorized through a permit issued by the Mayor’s Office for approved celebrations, fiestas, and special events.

Residents and visitors are required to observe proper attire in public places to maintain community standards of decency and respect.

The use of videoke machines and loud sound systems in residential and public areas is prohibited from 10 p.m. to 10 a.m.

Barangay authorities may grant exemptions for special occasions such as birthdays, weddings, anniversaries, and similar community celebrations.

Individuals aged 17 years old and below are prohibited from loitering in public places between 10 p.m. and 4 a.m., unless accompanied by a parent or guardian, attending school, religious, or community activities, responding to emergencies, or traveling with a responsible adult.

PENALTIES AND CORRECTIVE MEASURES

Violations involving public drinking, indecent exposure, and excessive noise may result in fines of ₱500 for the first offense, ₱1,000 for the second offense, and ₱2,500 or imprisonment of up to six months for subsequent offenses, subject to court determination.

For curfew violations involving minors, the municipality has adopted a rehabilitative approach.

First-time offenders will undergo counseling through the Municipal Social Welfare and Development Office. (MSWDO), while second-time offenders will be assigned community service activities.

 Repeat offenders will participate in tree-planting programs supervised by the Municipal Environment and Natural Resources Office (MENRO), with both the child and parent expected to help ensure the survival of the planted trees.

Municipal officials said the ordinance reflects Moises Padilla’s commitment to building a safer, more disciplined, and family-oriented community where residents can live, work, and thrive in a secure environment.

The ordinance will take effect ten days after its posting in public places and publication in local newspapers.*
