Missing Negrense sea captain hailed for heroism, search still on

Philippine Coast Guard (PCG) Commandant Admiral Ronnie Gil Gavan on Monday, Jan. 26, called the missing captain of a ship that sunk 141 nautical miles west of Sabangan Point in Agno Bay, Pangasinan, a “hero” for his selfless leadership.

The PCG is continuing its search for Captain Elimar Jucal of San Enrique, Negros Occidental, who is one of four missing after the Singapore-flagged bulk carrier MV Devon Bay capsized and sunk  on Thursday, January 22.

The PCG said cargo liquefaction may have triggered a weight shift within the 55,000-ton nickel ore shipment, ultimately causing the MV Devon Bay to lose stability and capsize.

Fifteen crew members were rescued and two died.

Gavan lauded Jucal for refusing to abandon his vessel ahead of his crew.

“What I want to highlight is the heroism of Captain Elimar Jucal from Negros Occidental. He did not abandon his colleagues. He did not leave the ship first,” Gavan said.

The PCG commandant described Jucal’s actions as a true display of heroism, emphasizing that his sense of duty serves as an inspiration to fellow Filipino seafarers.

“It is an inspiration to every sailor to see that your captain did not flee first from the disaster. And we should be proud as Filipinos, that the quality of our sailors is very high,” he added.

“We are not running away from responsibility. We ensure the safety of our comrades before we abandon our ship. We salute the captain of the ship,” Gavan said.

The PCG continues surface and aerial search and rescue operations in the reported distressed vicinity waters to locate Jucal and three other missing crew members with the ranks of third engineer, third officer, and oiler, he said.

The Thunderbugs Bacolod Motorcycle Club, in a statement Monday, said it stands in solidarity and prayer with Jucal, who is a member of their club.

“Your courage, leadership, and concern for others reflect the true meaning of brotherhood and service. You chose others over yourself—and that will never be forgotten,” it said.

“May God’s protection surround you and may comfort and strength be given to your family and loved ones during this time,” the club statement added.*
