Mayor orders preventive suspension of assistant GSO head for 60 days

Mayor Greg Gasataya ordered the 60-day preventive suspension of the Bacolod General Services Office assistant head on Wednesday, Dec. 10.

Suspended is GSO assistant head Franklin Andre Familiaran who is facing an administrative case for the alleged mass falsification of documents to enable 32 GSO employees to avail of Government Service Insurance System (GSIS) loans.

Formal charges were also filed against the 32 GSO employees for serious dishonesty, falsification of official documents, serious misconduct, and conduct prejudicial to the best interest of the service, City Legal Officer Karol Joseph Chiu said on Thursday.

The investigation report of the City Legal Office shows strong prima facie evidence that Familiaran allegedly personally and deliberately signed the questioned pay slips and GSIS loan application forms despite the fact that the entries were materially inconsistent with the official payroll records.

“By certifying these falsified documents in your official capacity as Assistant Department Head, you lent official authority and credence to untruthful representations which were relied upon by the City Government and the Government Service Insurance System (GSIS) in the processing and grant of loans,” Gasataya said in his suspension order.

Preventive suspension is not a penalty but a precautionary measure to remove the respondent from the scene of the alleged misfeasance while the case is being investigated, the mayor said.

Familiaran may appeal the preventive suspension order to the Civil Service Commission within 15 days, Gasataya said.*
