The Land Transportation Office-Negros Island Region has issued a show cause order against a motorcycle rider who went viral after arguing with a traffic enforcer who stopped him for allegedly riding without a helmet in Calatrava, Negros Occidental.
The incident happened on Tuesday, Oct. 20, and was recorded in a video uploaded by the rider on social media.
In the video, the rider questioned why he was being stopped when other motorcycle riders without helmets were allegedly allowed to pass.
He also argued that there was no approved law or ordinance in Calatrava requiring motorcycle riders to wear helmets.
The rider later called his father, who also confronted the traffic enforcer while the encounter was being recorded.
The traffic enforcer explained that he was only giving the rider a warning as the municipality prepares for stricter enforcement against motorcycle riders without helmets.
LTO-NIR subsequently launched an investigation and issued a show cause order directing the rider to explain his actions.
The agency said the rider was allegedly operating a Suzuki motorcycle without wearing a standard protective helmet, in violation of Republic Act 10054, or the Motorcycle Helmet Act of 2009.
LTO-NIR said authorities are also looking into whether the rider’s actions during the confrontation could constitute disobedience or resistance to an agent of a person in authority.
Meanwhile, Calatrava Mayor Marilyn Era clarified that the municipality has an existing ordinance requiring motorcycle riders to wear crash helmets.
Era said the ordinance was amended in February 2026 and that the local government has since been gradually informing motorists about the policy.
She said the incident underscored the need to continue enforcing traffic rules and supporting local personnel carrying out their duties.
The municipal government will continue issuing warnings to motorcycle riders until Nov. 30.
Beginning Dec. 1, Calatrava will strictly implement its “No Helmet, No Travel” policy, Era said.*
