La Carlota unveils 10-year roadmap for economic growth, disaster resilience

La Carlota City in Negros Occidental has unveiled a 10-year development roadmap designed to transform the city into a regional economic gateway while strengthening disaster resilience through 2032.

The Comprehensive Land Use Plan (CLUP) 2023-2032 presented at the La Carlota City Social Hall Friday, Feb. 6, prioritizes ecologically balanced growth and improved quality of life for Mangkasanons, a report on La Carlota City’s Facebook page said.

Mayor Jose Luis “Joelu” Jalandoni led the presentation, which outlines the city’s transition toward more efficient local governance and transparent development.

“Dream big for La Carlota,” City Administrator Josefina Jalandoni told the attendees.

She noted that the administration has begun coordinating with local landowners to secure areas for future city expansion and development.
A critical component of the roadmap is the Climate and Disaster Risk Assessment (CDRA).

Dr. Junnie Martin Torrefranca, head of the City Disaster Risk Reduction Management Office, identified Urban Barangays I, II, and III, along with San Miguel and Ara-al, as major decision areas requiring immediate intervention.

Torrefranca called for evidence-based infrastructure projects and “people-centered” disaster programs to protect these high-risk zones.

Engr. Jose Ainar Apdol, head of the City Planning and Development Office, detailed the sectoral gaps and development constraints the plan aims to resolve over the next decade.

The plan now moves to the Department of Human Settlements and Urban Development (DHSUD) for formal review.

Housing and Homesite Regulation Officer Brechelle Grace Benotapa explained that under RA 11201, the department must ensure the city’s zoning ordinances meet national standards before final approval.

The presentation was also attended by members of the City Council, including Wacky Polo, Jojo Jalandoni, and Stephen Simbit, alongside various department representatives.*
